Jiangsu LNG Project became operational
 
 

PetroChina Jiangsu LNG Project started trial operation when its first cargo of LNG was delivered by a carrier named "Al Rekayyat" that smoothly berthed at the dedicated Jiangsu LNG jetty on May 24, 2011.

With the LNG cargo from Qatar, this Q-Flex carrier is the world's second largest LNG vessel and the largest LNG carrier ever been received in China. Its 315-meter long and 50-meter wide hull can carry 216,000 cubic meters in full capacity or 145,000 cubic meters of LNG when half loaded. PetroChina Jiangsu LNG Project has a maximum unshipping capacity of 267,000 cubic meters, the largest in the world.

 

About the Project

 

Located in the Western Solar Sand ("Xitaiyangsha") sea area, 14 kilometers offshore in Rudong county of Jiangsu Province, the Jiangsu LNG Project is composed of the artificial island, receiving terminal, pierhead trestle and sea-crossing pipeline. It mainly receives, stores, gasifies, and transports overseas LNG. The Project is connected to the West-East Gas Pipelines and the Ji-Ning branch through gas trunks. It secures gas supply as one of multiple gas sources that complement to and run as standby for each other.

The two-phase Project was commenced in January 2008. Its first phase already completed can receive 3.5 million tons and supply 4.8 billion cubic meters of gas per year, and can provide ten days of peak shaving gas accommodation for the West-East Gas Pipeline. The second phase is planned to become commissioning at the end of 2013, which will boost the annual receiving capacity to 6.5 million tons and gas deliverability to 8.7 billion cubic meters. The project will have a long run capacity of 10 million tons and 13.5 billion cubic meters respectively.

 

Receiving Terminal

Jiangsu LNG Receiving Terminal is composed of facilities for the unloading, storage and gasification of LNG, and the metering and output of natural gas. Its 3.5Mt/a capacity for the first phase is provided by three 160,000 cubic meters full-capacity low-temperature tanks, two of which have been started on an earlier stage, three open rack vaporizers (ORVs), three submerged combustion vaporizers (SCVs), three 20" unloading arms and one return arm. The second stage will introduce an ORV and a SCV to boost the capacity to 6.5Mt/a. Moreover, a 10Mt/a capacity is allowable in the long run. The Φ1,016mm unloading trunk at the terminal is 1,970 meters long, the thickest and second longest in the world.

 

Pierhead Trestle

A 1,970m-long pierhead trestle connects the 430m-long jetty to the artificial island of the receiving terminal in the Jiangsu LNG Project, which can receive 6 million tons of LNG per year. The trestle is the longest one for LNG unloading in China, and the second longest in the world, next to only the LNG unloading trestle at Dahej terminal of India. It consists of ten compensator piers, nine anchor piers, and twenty steel trestle sections. Each section has a calculated length of 86.8 meters and a width of 12.5 meters, with the maximum truss height of 11.5m at the middle point of each span and the weight of each section about 350 tons. The jetty consists of one working platform, four mooring dolphins, six bollards, and a ten-section steel trestle for pedestrians. The jetty can berth LNG carriers with a capacity ranging from 80,000 cubic meters to even the highest of 267,000 cubic meters in the world.

 

Sea-crossing Pipeline

The sea-crossing pipeline consists of a normal section, a sea-crossing bridge section, and an off-take station. The 19km-long pipeline is 1,016mm in diameter and 26.2mm in wall thickness, and can transport 10 million tons (13.5 billion cubic meters) of gas per year.

The pipeline was completed on June 15, 2011. It has a 10,763-meter-long sea-crossing section, longer than any other sea-crossing gas pipeline in the world, and registers the first of long-span pipeline construction.

Milestones
 

2001

● On November 1, PetroChina and the People's Government of Jiangsu Province signed the Memorandum of LNG Cooperation.

 

2005

● On March 12, PetroChina and the People's Government of Jiangsu Province signed the Cooperative Agreement of Jiangsu LNG Project in Beijing.

 

2007

● On January 19, construction of the artificial island as part of Jiangsu LNG Project formally commenced.
● On November 15, the receiving terminal block as part of Jiangsu LNG Project was successfully reclaimed.

 

2008

● On April 13, the pile foundation test of tanks as part of Jiangsu LNG Project formally commenced.
● On May 20, the pile foundation test of tanks as part of Jiangsu LNG Project was successfully completed on schedule.
● On June 29, construction of the seawall on the artificial island as part of Jiangsu LNG Project was completed.
● On October 28, the jetty for heavy pieces and working boats, an infrastructural support for the construction and operation of Jiangsu LNG Project, was completed.

 

2009

● On March 6, tank installation of Jiangsu LNG Terminal was kicked off.
● On March 12, the Joint Venture Contract of Jiangsu LNG Project was concluded in Beijing. The Project is jointly built and operated by PetroChina, Pacific Oil & Gas, and Jiangsu Guoxin Investment Group Limited. The three parties hold 55%, 35%, and 10% in the equity of the JV, respectively.
● On April 7, the first piece of tank vault of Jiangsu LNG Project was prefabricated and hoisted to place.
●In October 6, the vault for the first 160,000 cubic meters LNG1 tank of Jiangsu LNG Project was pneumatically jacked to the top of the tank.

 

2010

● On September 28, the second tank of Jiangsu LNG Terminal was installed and the hydraulic test was started.

 

2011

● On May 24, Jiangsu LNG Project was successfully put into trial operation.
