Q:How does the company monitor and evaluate human rights protection for security services providers?(1)
A:The Company strictly complies with laws and regulations as well as requirements for protection of labor rights of the host countries. All operating contracts and contractor management have been implemented and conducted in strict compliance with the related requirements and regulations as laid down by the relevant authorities of the host countries.
According to the framework and content relating to the Labor Contract of the local oil and gas industry of the host country, we maximize the protection of the rights and interests of, and ensure fairness to, both the local companies and their employees. The management of the third-party security personnel for each overseas project of CNPC International is tailored to local conditions and project requirements. In general, management of such personnel is mainly undertaken by the local contractor directly under the supervision of the Company. Third party security personnel and the Company's own personnel working in the same work site are not treated any differently, with "safety" being a top priority at all times. We undertake the following measures to ensure security service providers (1) possess the relevant competency on protection of human rights of their workforce as well as (2) uphold the appropriate code of conduct.
Assess competency - First, we evaluate the security service providers' ability to protect the rights and interests of their workforce according to the requirements of local laws and regulations. In addition, when labor rights and interests according to international humanitarian law have been violated, we assess their ability to handle such adverse events.
Offer recommendation - Second, in order to prevent disputes arising from potential human rights violation events and to mitigate any negative impact to the Company, we provide recommendation or solution relating to human rights protection to the security service providers.
Clearly define scope of work - Third, the security provision contracts entered into between the Company and our contractors clearly define their scope of work and levels of responsibility. All security service providers should only provide preventive and self defensive security services lawfully where the Company operates and should not impose any extra workload, nor should they participate in any military or security activities outside of the areas under patrol. In cases of emergency, the service providers should coordinate and work together with the security personnel of the Company.
Respect for employees - Fourth, in order to achieve a harmonious working environment, we respect and guarantee the inherent rights, interests, culture and aspirations of our work force. These include working in shifts, dietary habits and holiday policies.
Continuous dialogue - Fifth, in order to enhance communication between ourselves and the security service providers, we hold regular meetings with these security service providers or their personnel. This enables us to familiarize with the issues they face as well as specific requests relating to their work. We rectify any issues at the earliest as practicable and we meet their demands after consultation as and when they arise. (To be continued)

Q:How does the company carry out the work on Biodiversity and Land Use – biodiversity conservation?
A:The Company is fully committed to reduce any potential negative impact to the environment and biodiversity during its production and operating cycle. We stress on the importance of managing potential issues at source. We implement environmental management and control in the entire life cycle throughout the industry value chain (see extract in table listed below). During the design and planning stage, facilities and access routes are designed to bypass natural, sensitive natural habitats. Throughout the exploration and development stage in the life cycle of the mine, measures are undertaken to reduce interference or disruption to their natural surroundings, with the objective to minimize impact to biodiversity at large. During the production phase and after mine closures, measures are undertaken to restore the affected surroundings and to reinstate the original ecosystem. For areas where long term impact is unavoidable after exhausting all means, we make compensating measures by fostering biodiversity in other areas that is outside of the affected area.
Under our"Ecological Environment Protection Program", in 2020, the Company reinstated 281 wells within mining areas to clean water wells in usable form. In addition, as of the end of 2020, 47 of our production units have been enlisted in the country's "Green Mines Catalogue".
