On October 26, the refinery jointly invested by CNPC and Chadian government laid foundation in Chad's capital N'Djamena. Chadian President Idriss Deby and Prime Minister Youssouf Saleh Abbas attended the groundbreaking ceremony.

The N'Djamena refinery, in which CNPC owns 60% holdings and Chad 40%, is the first oil refinery in Chad, and the largest joint venture and industrial enterprise in the country. It is expected to be finished and put into operation in 2011.

The refinery is designed to process 2.5 million tons of crude oil per year. Phase I project will have an annual processing capacity of one million ton, producing 700,000 tons of gasoline and diesel, 20,000 tons of kerosene, 25,000 tons of polypropylene, 60,000 tons of LPG and 40,000 tons of fuel oil. Its autonomous power plant can supply power to the city of N'Djamena besides meeting self-use need.
