Safety
Safety is one of the basic requirements to ensure the rapid development of a business and the health of its staff. High risks in oil industry mean that hard work has to be done to ensure safety. Safety has become the core of our corporate culture. For four consecutive years, CNPC has launched "Safety and Environmental Protection Year" campaign, focusing on human-centered safety principles.
 
Safe Operation

Based on the requirements specified in national laws and regulations, and according our operational safety requirements, we have developed more than 10 management systems including Safety Prohibition, Management of Operational Safety Accidents and Management of Rewards for Reporting Risks. Five standards are issued including Grading Rules for Major Danger Sources. We have also strengthened supervision and management of safety and environmental protection performance at major fields and sectors, including well control, maintenance of oil refining units, pipeline engineering and offshore operations.

CNPC investigated potential risks to safety, strengthening the control of risks at their source. We paid special attentions to the supervision of safety at key units and operations, such as marine operations. We strictly implemented offshore petroleum operation licensing, license registration and job qualification certification systems, took effective safety measures to protect offshore operations from typhoons and storms, and made great strides in efforts to remove major hidden risks such as sparks from flaring, and the accumulation of light crude components in cargo tanks.

2008 was the last year of the implementation of a three-year plan to tackle hidden safety and environmental risks. In these three years, we invested RMB 33.98 billion and completed 3,740 projects, significantly reducing hidden risks. Compared with the previous year, industrial accidents and fatalities fell by 13.8% and 25% respectively.

Emergency Response

CNPC pay particular attention to forecasting, early warning, and rapid response in our emergency response system, which is distinguished by a unified leadership, but with cross-functional responsibility and coordination. To improve our emergency response system, we issued a general emergency response program and 18 specialized plans in 2009.

To boast our capacity in handling various kinds of emergency response force supported by five bases specialized in firefighting, hazardous chemicals, long-distance oil/gas pipelines, and well control and offshore emergency rescue were better organized. CNPC well control emergency response center has been designated by the State Council as the Guanghan Base for oil/gas field rescue nationwide. On October 29, 2009, with the further improved offshore emergency response capability, our offshore emergency response center successfully coped with an oil spill from a Belgian cargo ship in the Caofeidian waters, winning praise from the local government.

We continued to improve our emergency response system. On the morning of December 30, 2009, an abnormal flow rate was observed at the Weinan branch of Lanzhou-Zhengzhou-Changsha Products Pipeline, and the flow was immediatedly suspended. An inspection revealed that some diesel had leaked into the Chishui River and then into the Weihe River, with a small amount of pullutants flowing into the Yellow River. We immediately activated our emergency response plan: a) first blocked off the source of leakage and mucked the polluted soil; b) installed 16 spill containment booms in nine spots of the Chishui River and Weihe River, and five booms and two activated carbon adsorption belts in the Sanmenxia Reservior and its lower reaches to absorb the leaked oil and prevent the spread of the spill; c) cooperated with the environmental protection authorities to set up monitoring points in a number of spots along the river and test the water samples frequently.

CNPC places a high premium on the HSE management of overseas projects and the building of overseas emergency rescue and anti-terror systems. We have strengthened our risk assessment of production safety, and established and improved an early warning mechanism. On February 6, 2008, we successfully evacuated over 700 staff including 27 international employees, 500 local workers, and 188 Chinese employees of the Chad oil/gas cooperation project following the raid on the Chadian capital of N'Djamena by anti-government armed forces. On October 18, 2008, nine CNPC employees were kidnapped by militants in a workplace in southwestern Sudan. Our headquarters quickly activated its emergency response plan and tried its utmost to save the hostages. Four of the hostages were finally saved, but the other five lost their lives.
