The Qapqal Xibe Autonomous County of Xinjiang Uygur Autonomous Region, located to the west of Mt. Tianshan and on the southern bank of Ili River, is a multi-ethnic county with the Xibe group accounting for the majority.

In 2008, we financed the reconstruction and expansion of the Qapqal Vocational and Technical Education Center. The newly built classrooms, technical training rooms, function hall, dormitories, and canteen cover 2,755 square meters. We renovated the old classrooms and dormitories, covering 1,986 square meters. The center was also equipped with 400 new sets of chairs and desks and 60 computers.

The new Qapqal Vocational and Technical Education Center provides training for technical staff and middle school graduates, and helps with re-employment. The center can train more than 10,000 people a year.
