Along with the advancement of development and construction of the oilfield, the quality management of the oilfield is gradually strengthened, and actively develops into specialization and standardization. It has been a strong guarantee to the improvement of oilfield management and quality of products, projects and services for the past few decades. Upon the entry of the new century, the quality management of Daqing Oilfield carries on the overall guidance of scientific outlook on development, centers on the sustainable development strategy of oilfield, and further implements every requirement of practical activities of the topic of “emancipating the mind and planning the development”. It adheres to the working policy of “taking quality as the center and standard measurement as the base”, improves quality management systems and perfects standard implementation norms. In addition, it intensifies the inspection on measurement instruments, strengthens the quality monitoring, gradually explores a new horizon of quality management, and strives to realize overall improvement of quality management. ⅠCompleting standard work systems and improving standards execution As essential work of technology and management of an oilfield company, the standardization is an important means to improve product and service quality of the oilfield’s companies, guarantee production safety, protect environment and protect staffs’ health, and acts as, an important tie to connect with domestic and international markets and promote petroleum trade and technical exchange under the condition of market economy. Since 2000 standardization of Daqing Oilfield has made great achievements in strategy development, construction organization, mechanism operation, system optimization, publication and distribution, information construction, etc.. The Oilfield has established 17 Professional Standardization Techniques Commission and successively issued 1747 standards of oilfield enterprises. Implementation of standards — continuous improvement On the basis of learning from international advanced standard systems and fully combining characteristics of oilfield exploration and development, Daqing Oilfield has established a frame of standard systems, been equipped with, carried out and implemented 1315 national standards, 1792 industry standards and 2130 enterprise standards, and increased the execution and implementation results of standards, thus being of great significance to sustainable development of the Oilfield. Adoption of standards — breakthrough Daqing Oilfield actively has adopted international advanced standards while at the time executing domestic standards. It started with the standard adoption of “Three extracting” equipment of oil machinery products, drilling, etc., introduced and adopted standards of American Petroleum Institute (API). The adoption of standards has been carried out in Equipment Manufacturing Group, Drilling Technology Company and other units, and they successively gained product certification or monogram of API. Through the adoption of standards, perforating bullets, oil extractors and electric submersible pumps produced by Daqing Oilfield have been sold abroad and successfully entered into the international market. New technology — development of matching facilities With regard to dissemination of new technology, surrounding new technology of tertiary oil recovery, the Oilfield completed establishment regulations of development and planning of polymer flooding, establishment requirements of development programs of polymer flooding and formulation of 50 technique standards, and established matching standards for new technologies and new processes. Ⅱ Strengthening measurement monitoring and managing, and guaranteeing accurate data In order to maintain the normal order of metering transition of the oilfield company’s oil, gas, hydrocarbon, water and electricity, the Company established a metering dispute resolution and arbitration mechanism, and thus avoided or decreased metering disputes. The Company has clarified responsibilities and duties of measurement management organizations. It has completed, managed and used its measurement instruments in accordance with the law, and guaranteed that the measurement data are accurate and reliable. It has established nine crude-oil transmission metering stations, 16 internal factory-level crude oil custody transfer metering stations, and 21 sets of standard pipe provers. It also has established 8 natural gas transmission metering stations with 302 social spread natural gas users. It has set up 10 light hydrocarbon crude stabilization devices, and 14 natural gas treatment stations. It also has set up 12 underground water sources, 4 surface water plants, and 340 deep water supply wells. In addition, it has founded 4 power plants, 31 electric power substations of 110KV, 11 electric power substations of 35KV, and 206 electric power substations of 6KV. The first one is to establish complete metering management systems. During the measurement, the Company seriously carried out principles and policies, laws and regulations and relevant systems of China and the group company related to measurement. It has established 408 metering standards, 13 company-level measurement verification organizations, four measurement and automatic maintenance organizations and 74 metering houses of measurement verification and maintenance, and set up two measurement instruments maintenance centers that are responsible for the verification and maintenance of all measurement instruments of the oilfield. The second one is to strengthen the allocation of energy metering instruments. According to concrete requirements of the group company on the allocation of energy metering instruments, the Company has carried on the establishment of energy metering management systems. Combining with examination on enterprises of water and energy saving, the Company has strengthened the monitoring and inspection on the allocation of energy metering instruments, thus making the allocation and management of energy metering instruments achieve national standards and requirements of enterprise norms. The third one is to improve automatic systems. In order to enhance the automatic level of production of wells, stations and storages in the oilfield and guarantee steady and effective implementation of production safety, the Company has formulated design specifications and inspections methods of production auto-control systems. In all stations and storages of the Oilfield, there are 2197 automatic control systems, 530, 000 metering and automatic instruments belonging to 42 categories and 145 types. Ⅲ Improving management systems and setting up management platforms Since standard implementation and certification of ISO9000 quality systems in 1997, the Oilfield has established quality management systems which were closely connected with reality of the oilfield and suitable for enterprise characteristics and market requirements from basic-level offices to every group enterprise and professional company, completed after 12 years of unremitting effort. At present, there are 77 department-level units of Daqing Oilfield in total which have passed the certification of the quality management system. The effective implementation of quality management systems becomes a strong safeguard measure to fully enhance the management level of the oilfield, and sets up a platform to connect with international markets for the enterprise entering into domestic and overseas market. The first one is to establish quality management systems of the oilfield surrounding quality goals. The Oilfield has tightly surrounded the quality goal of “high-level of exploration and development and high quality of output products”, and carried out quality management systems. It has enhanced its whole management level and reorganized management basis through the implementation of ISO9000 standards. During the last ten years, through the implementation of internal examination on systems, management review and daily monitoring and examination, the Oilfield carried out corrective and preventive measures, making the self-discovery and self-improvement mechanism of quality systems that play an important role in oilfield management. It continuously improved management concepts, making them penetrate into every link of oilfield production and management deeply. In recent years, in order to supplement and improve quality management systems, the Oilfield has strengthened enterprise management, gradually enhanced field quality management level, created opportunities for increasing quality of the products, oil engineering technical services, engineering construction and services, and greatly promoted the key competitiveness of enterprises through the implementation of advanced quality management technologies and methods such as performance excellence, 5S、6σ,etc. in products, construction and service enterprises. The second one is to implement the work of user satisfaction and high-quality creation to improve the enterprise image on the basis of the running of its systems. At the time of surrounding quality goals and organizing oil and gas production, the Oilfield has attached importance to the implementation of consumer satisfaction activities continuously. Combining with quality management systems and consumer satisfaction work, the Oilfield has established the mode and implementation mechanism of consumer satisfaction work, innovated, the ways and content of consumer satisfaction work, deeply carried out the creation of consumer “seven satisfaction” activities and pushed the consumer satisfaction project to develop in scope and in depth. Its Downhole Operation Branch Company has been honored by China Quality Control Association as a “National Consumer Satisfaction Service Enterprise”. Several enterprises such as the Drilling Engineering Company, the Construction Group, the Oil Testing and Extraction Branch Company, etc., and several individuals have been honored by China National Petroleum Corporation as the title of consumer “seven satisfaction”. In the aspect of brand excellence, Daqing Oilfield has implemented quality winning strategies, done its best to create quality and credibility brands with market competitiveness and propelled the excellence-creating of enterprise products. After many years of cultivation, the quality and popularity of the Oilfield’s products gradually increased, their competitiveness gradually strengthened, and their market share gradually expanded. Its brands such as Lishen, Qingmao, Ironman, etc., have become famous brands with strong international influence. The popularity of its construction enterprises gradually increased at home. Its construction enterprises represented by the Construction Group have carried out construction all over China’s 23 provinces and autonomous regions, and entered Pakistan, Bangladesh, Kazakhstan, Mongolia and other countries and regions to carry out construction successfully. The third one is to popularize QC team’s work and make staff participate in the quality activities. The Oilfield adheres to surrounding oilfield development and organizes mass activities of quality management. It has regarded the QC team as an efficient way to solve key technology quality issues and promote enterprise development at all times. It pays attention to the actual effect, and the mass quality management team has achieved obvious results. By the end of 2008, the number of accumulated registered quality management teams is more than 82170.Among them, 173 teams gain “national best”, 836 teams “department best”, and 553 teams “province best”. The flourishing of mass activities of quality management has established a mass base for the enterprise’s development of quality management. Ⅳ Strengthening quality supervision and guaranteeing safe production Daily supervision is an important guarantee of quality management improvement. For this, Daqing Oilfield has gradually strengthened the quality supervision. Its quality supervision has gradually realized standardization, institutionalization and scientific excellence, playing an important role in guaranteeing the safe production of the Oilfield, realize scientific management and enhance economic returns. The first one is to strengthen supervision on production process and realize full process management. Exploration and development — standard systems are improved and operation platforms of exploration standardization are established. In recent years, with the advancement of exploration and development, the Oilfield’s exploration and development profession has gradually revised and perfected relevant professional standards, formed standard systems supported by technologies of every relevant profession, which provided the basis for strengthening supervision on engineering quality and quality examination, making seismic acquisition top-grade product rate, oil testing excellent rate, excellent rate of well exploration, fracture and construction, explanation standard rate of logging and well logging, and other engineering quality index maintain a high-level. Oil and gas production — process management is implemented to provide accurate parameters for production adjustment. The employees at these positions are promoted to record position data as per norms through intensifying the metering allocation and enforcing inspection on metering instruments, thus providing accurate metering parameters for adjustment of oil and gas production processes. Engineering techniques — the critical point control for quality is carried out to break through the bottleneck that restricts quality. Every engineering construction team of the Oilfield strengthened control on critical points and critical processes influencing construction quality during its construction, realized the improvement of the whole construction quality through improving quality of every critical point, and thus make the construction quality improve visibly. In addition, through strengthening the management of team members and devices, teams of every enterprise improve their engineering construction quality from the sources, and realize intrinsic safety. Since 2006, the Oilfield has examined and recommended 30 enterprises and their affiliated 1025 construction and operation teams in total, and they all have gained a qualification of the Group Company. The second one is to carry out supervision on quality of key products,product quality approval and control access of oilfield products. With the gradual expansion of oilfield producing energy construction, and gradual increase of types and quantity of purchased products, Daqing Oilfield reasonably formulated a random checking plan focusing on key products. It focused on the quality control in procurement of products related to health, safety, environment, energy conservation, important projects and products with obvious quality problems, gradually expanded random-checking scope and frequency of critical products, and controlled the access of oil and gas production products, thus providing a guarantee for safe oil and gas production. The Company now has 18 product quality supervision and inspection organizations, which take on the responsibility for product quality supervision and random checking. Their random checking of products cover decades of types of down-hole tools, and random checking products are almost 5700 batches. At the time of strengthening product quality supervision, the Oilfield has carried out product quality approval on critical products such as oilfield chemicals, etc., and promoted product supply enterprises to provide steadily high-quality products. At present, 47 oilfield chemicals manufacturers accessing to the network of the Oilfield have gained oilfield chemicals quality approval certificates of the Group Company.
